What is refusal collection?To ensure that payslip digitisation is applied in accordance with all due process, companies must implement a procedure that enables users to express a refusal within the 30 days prior to the effective implementation of the payslip digitisation. Before the digitisation, all users must be informed, using any necessary means, so they have a chance to refuse. The company may use any means to collect refusals (e.g.: physical form, or online form through a connected space, by e-mail, etc). At the end of the collection period, the information processed and the results for the people concerned are kept. At the end of this initial refusal collection phase, those users who did not refuse will receive their payslips in digital format, in Digiposte. Does the refusal period also apply to new employees?New employees should state their wishes when hired. The 30-day period does not apply. New employees retain the right to cancel participation at any time. |
When can an employee refuse to receive a digitised payslip?The user can change their mind at any time:

Does the employer have to take an employee’s refusal into account if it is expressed several months after the deployment?The employee can refuse at any time, before or after a digital payslip is issued. They must inform the employer of the refusal and provide a fixed date for it. By law, the employee’s request must take effect as soon as possible, within three months at most. If they have still not activated the safe they were assigned and if payslips have been deposited there, the payslips must be recovered. In this case we suggest that the employee activate their safe anyway, access the documents, and, if they still wish to cancel, cancel the registration via the safe. If this procedure is not accepted, your administration must provide duplicate payslips. |
How can I collect refusals from my employees?The employer is responsible for collecting refusals before digitisation is 100% complete. We recommend you collect refusals before the safe creation phase. Even if a user can use any “sure” means to express their wish, we suggest “guiding” the refusal, to make it easier to manage. You should first make sure you identify the target of the deployment and exclude those not eligible for the digitisation (e.g.: people on long-term leave). This will simplify the refusal collection process. |
